A warehouse can be full of grain while a village nearby still goes hungry — because food security is not only about how much food a country grows, it is about whether every household can actually get enough of it, reliably, at a price it can afford. Food security means that all people, at all times, have physical and economic access to sufficient, safe and nutritious food to meet their dietary needs, and in India it rests on three pillars — availability, access, and absorption — supported chiefly by the public distribution system and buffer stock policy.
