Implications for gender and social inclusion — Promises & Limitations

Reserving a third of panchayat seats for women was meant to put real decision-making power in the hands of women who had historically had almost none in village affairs. Sometimes it has done exactly that. Sometimes the elected woman sits in the chair while decisions are actually made, and announced, by a male relative standing just behind her. Reservation of seats for women and for Scheduled Castes and Scheduled Tribes in panchayats and municipalities has genuinely expanded formal political participation for historically excluded groups, but its practical impact is limited by persistent social and patriarchal structures that can leave real decision-making power in the hands of others even where a reserved seat is formally won.
