A newspaper headline reads “the Security Council failed to act” and another reads “the General Assembly passed a resolution” — different bodies, different powers, and an exam question that expects you to know exactly which one does what, who sits on it, and why one carries force the other does not.

The UN Charter creates six principal organs — the General Assembly, the Security Council, ECOSOC, the Trusteeship Council, the International Court of Justice and the Secretariat — and only one of them, the Security Council, can make a decision binding on all Members.
