Every few years, someone proposes a single government for planet Earth to finally solve climate change, pandemics and war all at once. It is an old dream, and it keeps failing for reasons that have nothing to do with a lack of imagination and everything to do with what sovereignty, covered earlier in this module, actually is.

World government is the idea of a single political authority governing the entire planet; in practice, what exists instead is 'global governance' — a patchwork of international organisations, treaties and informal groupings that coordinate state behaviour without replacing state sovereignty.
