Classification of Administrative Functions Tripartite functions of Administration

It hears a complaint against an encroacher and orders the stall removed. The first looks like making a law, the second like running an office, the third like a court case. Does the law treat them the same? The answer decides whether you are entitled to a hearing, and for that reason classification is not just theory.
