MIGRANT WORKER, ETC ( OSH Code)

A bricklayer from Bihar on a Navi Mumbai building site, a driver hired through an agency for a Pune factory, a cameraman on a web series shoot in Film City, a beedi roller in Solapur: four very different jobs, one statute. The Occupational Safety, Health and Working Conditions Code 2020 has a whole chapter for people like them, because the general rules on safety and welfare do not reach a worker who is hired by a middleman, or who has left his home State, or who works under a licence. The question this topic answers is: who does Chapter XI pick out, and why does the Code treat them separately?

In two minutes

Chapter XI of the OSH Code (ss.45 to 93) lifts special groups out of the general scheme (contract labour, inter-State migrant workers, audio-visual workers, mines, beedi and cigar workers, building workers, factories, plantations) and gives each its own threshold, licence or duty.
